Minutes of meeting held 16th July 2012 at Corner Cottage, Alderton 7:00pm
In attendance:

Jon advised of an incident he had witnessed whereby a Stow-bound white Volvo overtook a horsebox on the double white lines outside Frampton Cottages. A request was made to appraise Richard Davis (Glos police) of the incident (however – note Paul’s concern below).
Keith had prepared a document which illustrated placement of various cutout figures vs. the approaches to the Alderton junctions. The current parlous state of the road from the Gretton turn was discussed.
o It was agreed that, without context, the presence of ‘SLOW’ signs was fairly redundant. Jenny had returned from leave recently, and has yet to provide a statement of intent as to Glos Highways’ plans for resolving the urgent road issues. Keith is to call her to remind her of her undertaking in this area; failing such the plan will be to escalate and CC our MP, etc.
o The Parish Council’s ability to expedite resolving the road issues was discussed; however, it was felt that no real empowerment in this regard is currently available.
o An informal undertaking that some road improvement work might occur during September had been given; however, details remain TBD.
o The question as to the appropriateness of the surface dressing used was discussed. If it transpired that the materials used were unsuitable for the volume and speed of traffic, this might be another factor supporting a reduced speed limit.
Press interest in the work of the Group had been building, with a number of approaches from e.g. the Echo being fielded by Keith recently; they remain waiting for us to utilize their services as required.
Jim ran through some thoughts on the DfT Circular 01/2006 and Setting Speed limits 2012 consultation papers, with particular emphasis on how they apply to the possibility of reducing the speed limit. These will be documented separately and forwarded to Keith for collation.
Results of the CCTV survey outside Frampton Cottages would be discussed with the authorities at the group’s next meeting.
Paul brought to the group’s attention a yellow sign he had seen recently – ‘Collision site – Think road safety’. A suggested equivalence in our context might be ‘Residential area – Think road safety’.
The process of Glos Highways’ assessment of gate placement is currently underway, and the Parish Council is on board (subject to final costings approval); however, no precise or ballpark date for their installation yet exists. The issue of public liability remains to be considered. Use of voluntary labour will reduce the costs and may mean we can achieve more for our money. The gates issue will need to be discussed at the next full group meeting.
Keith is continuing to collate a list of accidents and incidents which can be included in our presentation to the authorities. Paul provided several examples of such from 2005 onwards.
